    Why do i get repped a max of 12k, when it's supposed to be a percentage?

    it has always been capped at 12k from the very start.

    Ahoy mate,

    Dragon is correct, while it is a percentage, once the repair HP is at or over 12,000, the repaired HP only effect 12,000 total.
